Accomplishments since I was sworn in on November 16th, 2020:
LIBERTY AND PROPERTY
- Proposed and passed a protective wind turbine ordinance that ensures the health, safety and welfare of our residents (later repealed by the other Supervisors despite both my and the public's opposition)
- Proposed and passed an ordinance that prohibits old turbine blade storage, recycling or dumping in our county
- Leading the current update to the county Comprehensive Plan, ensuring ongoing public input and committee representation from across the county in order to meet resident priorities
- Proposed new and amended ordinances based on public feedback, some lessons learned, and to improve local control, public safety, and public health without impacting personal liberty
- Proposed and passed a CO2 Pipeline Ordinance to ensure the safety of residents and the protection of the County
TAXES
- Property taxes lowered by $1 million the 2022-2023 budget year: Taxes should only be collected when there is a need. When debts are paid off or the state takes over costs, that is not an excuse to just keep taxing the same amount so we can spend it on something new. Government does not have a perpetual right to your money.
- Repealed the 70% property tax discount for wind turbines so they pay the same taxes as everyone else (UPDATE: the Iowa Legislature recently changed the law: county supervisors now must agree to give wind energy companies a 70% discount on their property taxes or the county will get no property taxes for them at all)
- Initiated and successfully negotiated terms with the city of Winterset and Earlham so the county will no longer subsidize the cost of their city police administrative dispatch
- Discovered that the county was subsidizing the entire local government share of HIRTA funding, despite 90% of the riders being from Winterset, and initiated its rollback in order to ensure that other cities and rural residents were not unfairly contributing
- Reviewed and negotiated contracts, insisting on multiple vendor bids to ensure the best price
- Published a detailed explanation of how property taxes are put together and by which taxing authority, in order to increase public understanding and transparency
SELF DEFENSE
- Proposed a strong resolution to make our county a real 2nd amendment sanctuary (sadly, far weaker language was passed)
SERVICE
- Brought back the opening prayer and Pledge of Allegiance to our Board of Supervisor meetings
- Ensured that our county secondary roads department had the money and equipment it needed in order to provide continued road and bridge improvement
- Proposed and passed a new policy requiring that county contracts be reviewed by both the Supervisors and the County Attorney so that the terms do not negatively impact us
- Provided oversight for the new EMS garage and Courthouse construction projects: ensured that any applicable technology services and equipment were quoted and added, including meeting and coordinating with vendors, as well as make sure any construction issues found were tracked and addressed
- Participates in regular meetings throughout the week, including board meetings & committee meetings, as well as with residents, both during the day and in the evening, in order to better engage in county business and find ways to improve both county processes and the lives of our people
- Monitors new legislation at the Capitol that would either positively or negatively affect our county and lobbies legislators accordingly (for example, opposing the bill that was just passed that will now exempt new wind turbines from the property taxes the rest of us pay)
- Assisted in clean-up and volunteer efforts for those impacted by the tornado
TRANSPARENCY
- Proposed and passed a new electronic meeting policy, which will officially make permanent the conference bridges for public meetings to ensure maximum public access
- Increased government transparency with the use of technology (such as Facebook updates) and assisted departments in exploring more options to leverage it in order to increase efficiencies
- Maintained an open-door policy for both residents and public employees to discuss and resolve issues, assist with understanding county processes, and answer questions
